This letter is typed on Richter 201

is signed Schubert, Schubert being Richter's manager and power of attorney at Canton. The following is an extract from it:-

"Supposing, war would break out between Germany and "Americs, the first thing the Bank would do without "doubt, would be to confiscate all accounts they keep

for German firme, for your firm is no longer considered

"here as an American firm, the same na une firms of

"Kahl/Siemssen & Co./H. E. Arnhold/Ą. K. & Co./Charles

"Rayner/C. & Co."

The Bank above referred to is obviously the International Braking Corporation. The letter also contains the following extracts:-

"In regard to financing we are now entirely depending

"on the German Bank...."

A copy is enclosed of a letter dated the 9th. August, 1915, t. Richter, New York. This letter quotes the follow- -ing passage from a letter written by the International Banking

Corporation:-

"In view of present conditions we consider it advisable

*to entertain no further business with Germans. If your "local agent were an American we could accept your bills! This extract rather takes away from the effect of the first ex- -tract above, as it sus ests that the objection of the Inter-

nat -national Banking Corporation is not so much but Richter is really a German firm but that his agent in Canton is German.

A copy is also enclosed of a letter dated the 4th. August, 1915, to Richter, New York. This letter contains the

following passage:"

"The International Banking Corporation of this place has

"advised the German firms and those German firms, work- -ing under the name of a neutral, that from today they "cannot enter into any new business with them under

*instructions from New York".

The
